Requires city school districts in cities with population over 250,000 with collective bargaining agreements to submit annual itemized financial reports on 3020-a arbitration process cases by March 1st each year.

Reports must include for each case: amount spent (itemized by legal fees, arbitrator fees, administrative costs), case duration, specific charges, and final outcome.

Summary pages must provide total number of cases, average and total spending, average case duration, types of charges, and case outcome statistics.

Reports must be submitted to the state comptroller, Assembly Ways and Means Committee, Senate Finance Committee, and all Assembly/Senate members representing the city, and made publicly available online and through public records requests.

Assembly Ways and Means Committee and Senate Finance Committee shall hold annual public hearings to review reports and issue annual summaries with findings and recommendations.
