Amends insurance law sections 3216, 3221, and 4303 to require health insurance policies to cover optional anesthesia for vaginal, cervical, and uterine medical procedures including loop electrosurgical excision procedure, colposcopy, ablation, and intrauterine device insertion.

Expands contraceptive and menstrual health coverage requirements to explicitly include menstrual health procedures alongside existing contraceptive drugs, devices, and products.

Applies requirements to individual policies, group policies, and blanket policies issued, amended, renewed, effective, or delivered on or after January 1, 2020.

Maintains existing provisions allowing insurers to limit formulary to one therapeutic and pharmaceutical equivalent version of contraceptive drugs/devices, with coverage for medically necessary alternatives without cost-sharing.

Takes effect immediately upon enactment.
