Expands community preservation fund eligibility from Hudson Valley counties (Putnam, Ulster, Westchester) to any town or city statewide.

Defines "historic preservation society" as a not-for-profit tax-exempt corporation operated for conservation, environmental, or historic preservation purposes.

Authorizes designated communities to make grants to historic preservation societies operating within the community for preservation of places and properties they operate.

Requires historic preservation societies seeking grants to submit detailed preservation plans to the governing body for inclusion in the community preservation project plan.

Adds historic places and properties operated by historic preservation societies to the definition of eligible preservation targets under the fund, alongside state-listed historic places and municipally-protected properties.
