Expands the definition of "eligible person" under Public Health Law § 3000-c to include any person who has voluntarily and successfully completed training on epinephrine auto-injector use.

Authorizes trained lay persons to possess and administer epinephrine using an epinephrine auto-injector device upon completion of appropriate training as described in the law.

Requires the Department of Health to establish and maintain a registry of persons trained to administer epinephrine auto-injectors, with names added upon individual request and submission of documentation of successful training completion.

Allows persons on the registry to obtain non-patient-specific prescriptions for epinephrine auto-injector devices from either a healthcare practitioner or the Department of Health.

Specifies that the registry shall be maintained as an internal resource for the department only and shall not be disclosed to the general public.
