Triborough Bridge and Tunnel Authority authorized to establish and charge an additional toll of $13.60 for vehicles entering or remaining in the central business district that fail to meet federal emission standards set by the U.S. Environmental Protection Agency.

Authority may create rules and regulations for establishment and collection of central business district tolls related to motor vehicle emissions, subject to bondholder agreements and applicable federal law.

Authorized emergency vehicles and vehicles transporting persons with disabilities are exempt from the low emission zone toll.

Exemption applications must be submitted to the Triborough Bridge and Tunnel Authority in the manner and with information it prescribes.

Act takes effect immediately upon enactment.
