Designates the Nassau-Suffolk transportation coordinating committee as the metropolitan planning organization for Nassau and Suffolk counties to receive federal transportation assistance and conduct urban transportation planning per federal regulations (23 CFR 450 and 49 CFR 613).

Establishes voting membership comprising the Nassau county executive, Suffolk county executive, metropolitan transportation authority chairman, and New York state department of transportation commissioner, with decisions made by unanimous consensus.

Creates a central staff reporting to the committee with a director appointed from a list provided by county co-chairs, responsible for data collection, demographic analysis, strategic planning, travel modeling, mapping, and special studies.

Requires the committee to annually develop and endorse a transportation plan and transportation improvement program, establish unified planning work programs, and coordinate procedures with adjacent metropolitan planning organizations in New York, New Jersey, and Connecticut within six months of enactment.

Assigns the state department of transportation responsibility for prefinancing central staff operations, employing staff, managing finances and accounting, and ensuring federal and state compliance, while the committee oversees program results and economy of operations.
