Prohibits the New York Medicaid program from requiring prior authorization for antiretroviral prescription drugs used to treat or prevent HIV or AIDS.

Requires managed care providers participating in Medicaid to cease requiring prior authorization for antiretroviral drugs for HIV or AIDS treatment and prevention.

Prohibits prior authorization requirements for antiretroviral prescription drugs prescribed through state public health plans for HIV or AIDS treatment and prevention.

Takes effect 180 days after becoming law, with an exception that managed care provider amendments are subject to the repeal and deemed repeal of Section 364-j of the Social Services Law.
