Suspends further payments and allows revocation of state student financial aid awards for recipients found guilty of anti-Semitism by any court or administrative tribunal, including institutional disciplinary proceedings.

Requires immediate repayment of all existing student loans and financial aid (not deferred until program completion) within a reasonable timeframe set by the commissioner.

Authorizes wage garnishment up to 15 percent of disposable pay for individuals found guilty of anti-Semitism, with 30 days written notice and opportunity to enter repayment agreement.

Defines anti-Semitism as violations of state law or Title VI of the Civil Rights Act based on actual or perceived Jewish ancestry/characteristics, or practices defined as anti-Semitism by the International Holocaust Remembrance Alliance as of May 26, 2016.

Requires annual reporting of all suspensions, revocations, and wage garnishments to the state education department; takes effect 120 days after enactment.
