Amends Public Service Law Section 138 to require uniform standards and conditions for renewable energy siting that avoid, minimize, or mitigate adverse impacts to land in the Hudson River watershed area, agricultural districts, conservation districts, and lands with mineral soil groups 1-4

Exempts major renewable energy facilities that have submitted completed applications to the Office of Renewable Energy Siting and Electric Transmissions before the amended standards take effect

Amends Public Service Law Section 144 to require the Office of Renewable Energy Siting and the Department to obtain municipal approval before deeming any site suitable for qualified energy storage systems

Takes effect immediately upon enactment; provisions are subject to repeal if Article 8 of the Public Service Law is repealed
