New York State Senate Resolution commending William Parmenter for receiving the Liberty Medal, the highest honor bestowed by the Senate.

On July 3, 2024, Parmenter heard a mayday call while fishing 80 miles south of Hampton Bays and raced 5 miles to assist a man bleeding profusely from fish hook lacerations in his leg.

Parmenter applied emergency tourniquets to both of the victim's legs using training from the U.S. Coast Guard, New York State, and Suffolk County Police Department, stabilizing the victim until Coast Guard assistance arrived.

The victim was airlifted to Stony Brook University Hospital and released the next day; Parmenter is a Suffolk County Police Officer (since October 2023) and former 9-year U.S. Coast Guard member with a 100-Ton Master Captain's License and New York State EMT certification.

The resolution recognizes Parmenter's heroic and humanitarian actions in risking his own life to preserve another's life in an emergency situation.
