Fletcher was born August 14, 1945, enlisted in the U.S. Army on April 13, 1966, qualified as a paratrooper and Green Beret, and served as a combat engineer stationed in Southeast Asia in 1968 training Vietnamese Special Forces

Received the Combat Infantry Badge, Vietnam Campaign Medal, Vietnam Service Medal, Army Commendation Medal, National Defense Service Medal, Parachute Badge, and M14 Sharpshooter Medal during his honorable discharge on April 6, 1969

Attended Parks College of Aeronautical Technology from 1970 to 1973, worked as a loan officer at Baker Boyer Bank, married Julianne Case in 1969, had two children and four grandchildren, and passed away on September 8, 2022, at age 77

Directs that a copy of the resolution be transmitted to Joseph Mark Fletcher's family
