Thayer posthumously for receiving a Liberty Medal, the highest honor bestowed by the New York State Senate, to be presented in September 2024 by Limburg Province to King Willem-Alexander and Queen Maxima of The Netherlands for the 80th Anniversary of the Liberation of The Netherlands

Recognizes Thayer as a combat infantryman with Company K, 119th Infantry Regiment, 30th Infantry Division who conducted an 80-year commemorated one-man reconnaissance patrol into the Dutch village of Noorbeek, believed to be the first village liberated in The Netherlands during World War II

Notes Thayer's eleven-month tour of combat duty in the European Theater from July 1944 to May 1945, during which he received the Distinguished Service Cross, two Bronze Stars, and three Purple Hearts

Honors Thayer's post-military service including 40 years as a retired Air Force civilian employee at Griffiss Air Force Base in Rome, authorship of two books about World War II, past National Vice President of the Air Force Association, and decades of service as Treasurer for the Central Association for the Blind and Visually Impaired

Directs transmission of a suitably engrossed copy of the resolution to the family of Kenneth C. Thayer
