Rescinds, repeals, and nullifies all prior applications made by the New York State Legislature to Congress for a Constitutional Convention under Article V, regardless of when made or their scope.

Identifies three historical calls for a Constitutional Convention: Joint Resolution (1789) for broad constitutional amendments, Joint Resolution (1931) for repeal of the eighteenth amendment, and Joint Resolution (1972) regarding public funds for secular education.

Addresses legal uncertainty about whether past applications expire and whether future generations should remain bound by decisions made in different historical contexts.

Directs the Secretary of State to send certified copies of this resolution to the U.S. Senate and House of Representatives and requests publication in the Congressional Record.

Expresses concern that wealthy interest groups could exploit historical applications to amend the Constitution in ways contrary to original intent and remove or alter constitutional rights.
