Honors Barbara J. Dix for 47 years of civic service to Oswego County, celebrating her 90th birthday on June 25, 2024

Recognizes her career as Historian of the Town of Schroeppel and Village of Phoenix beginning in 1977, including planning the town's 150th Anniversary celebration

Acknowledges her service as Oswego County Historian from 1990 to 2003, including founding the New York State Historians Association and serving as its president from 1998 to 1999

Recognizes her creation of the Oswego County Underground Railroad Commission (1993-2000) and establishment of the Oswego County Records Management system with blind numbering

Named New York State Local Historian of the Year in 2003 and returned to historian positions in both Phoenix and Schroeppel in 2004-2005, continuing to serve in both roles
