Amends Education Law Section 905 to require all students enrolling in New York state schools to undergo vision screening tests for color perception, distance acuity, and near vision within six months of admission.

Authorizes the commissioner of education to prescribe examination devices and testing methods for vision screening, including the Snellen Eye Test Chart and automated vision screening devices.

Requires vision screening results to be provided in writing to the student's parent or guardian and relevant teachers while the student is enrolled in the school.

Mandates that vision screening results be retained in the school's permanent file for at least the minimum retention period prescribed by the commissioner under Arts and Cultural Affairs Law Article 57-A.
