Requires campaign finance disclosure statements to identify contributors who are registered lobbyists under legislative law.

Prohibits legislative employees from soliciting, accepting, or handling campaign funds for legislative or statewide office elections, except those expressly designated in writing by their appointing authority and filed with the state board of elections and legislative ethics commission.

Allows legislative employees to assist in planning political fundraising events but prohibits them from hosting events or directly soliciting or accepting campaign funds.

Prohibits members of the legislature from using their authority to compel undesignated legislative employees to solicit, accept, or handle campaign funds.

Prohibits legislators and legislative employees from accepting contributions that serve as compensation or rewards for services related to their official duties, and requires the legislative ethics commission to report violations to the appointing authority within ten days.
