Modifies the formula for calculating medical assistance expenditure amounts for social services districts, changing from a simple equality to the greater of zero or the previous year's amount minus 5% of the 2022 baseline amount.

Provides exceptions to the new calculation method: 2% increase for 2013, 1% increase for 2014, and no change for 2023.

Adds a new provision allowing counties to subtract amounts when the prior fiscal year's medical assistance expenditure exceeds the current fiscal year's amount, applicable to fiscal years beginning after 2022.

Applies retroactively to the period beginning January 1, 2013 and continues for each calendar year thereafter.
