Prohibits the state from reimbursing campaign committees, political committees, or legal defense funds for any attorneys' fees or litigation expenses paid on behalf of state employees in criminal or civil proceedings.

Requires employees and their legal counsel to certify to the Attorney General and Comptroller that no legal defense funds remain available before receiving state reimbursement for defense costs.

Prevents employees from using state reimbursements to pay back campaign committees, political committees, or legal defense funds that previously covered their legal expenses.

Requires employees who have established legal defense funds to exhaust all moneys in those funds for their legal costs before becoming eligible for state reimbursement.

Takes effect immediately and applies to all pending claims not yet paid by the state and any new claims submitted on or after the effective date.
