Establishes the "New York open water data act" requiring Cornell University's New York Water Resources Institute and Stony Brook University's New York Sea Grant to convene meetings with specified state agencies (DEC, DOH, Department of Agriculture and Markets, Canal Corporation, NYC Department of Environmental Protection, and Public Service Commission) quarterly starting January 1, 2024.

Directs agencies to develop common water data standards and make water data publicly available through New York's OpenNY platform by January 1, 2026, including streamflow, precipitation, groundwater, water quality, ecological data, water rights, and water affordability information organized by county and municipality.

Requires all water research funded by the state to comply with the common data standards developed under the act and mandates annual data updates and collaboration with regional, national, and international water management efforts.

Obligates agencies to submit annual plans to the governor and legislature by September 1, 2026, and each year thereafter detailing water data needs, goals, budgetary resources, and metrics for implementing the act's purposes.

Takes effect 180 days after enactment.
