Directs the State Board of Elections, in cooperation with county boards of elections, to create a secure online portal for qualified voters to sign designating petitions for candidates

Applies to candidates for U.S. Senate, U.S. House, New York state offices (governor, lieutenant governor, comptroller, attorney general, state senate, state assembly), county offices, town offices, city offices, village offices, and school boards

Requires the online system to verify voter identity and eligibility, transmit signed petitions to appropriate election officers, and be integrated with county boards of elections

Allows candidates to collect up to the full number of required designating petition signatures through the online system while maintaining the option to collect paper petitions

Authorizes the State Board of Elections to promulgate rules and regulations for implementation, effective immediately upon enactment
