Creates a new Education Law § 817 requiring the Commissioner of Education to establish a reporting procedure for school district compliance with art education instruction requirements in elementary and secondary grades.

Mandates each school district report include: schools lacking required art instruction, reasons for non-compliance, student capacity and enrollment in art classes, schools without certified art teachers, schools not providing required class time, and schools violating art education laws or regulations.

Requires school district superintendents with non-compliant schools to prepare a corrective action plan reviewed and approved by the board of education at a public meeting, with implementation to begin the following school year when practicable.

Directs the Commissioner to post a list of non-complying school districts on the Department's website and submit an annual report by July 1st beginning in 2024 to state leaders analyzing compliance data and identifying steps to ensure all public schools meet art education requirements.

Takes effect immediately upon enactment.
