Creates new misdemeanor offense for knowingly communicating false information about election time, place, manner, voter eligibility, registration status, or candidate party affiliation with intent to prevent or deter voting.

Establishes class A misdemeanor for suppressing or threatening to suppress voting rights, or compelling any person to vote or refrain from voting for particular candidates or ballot propositions.

Allows aggrieved persons to pursue civil actions for preventative relief, injunctions, restraining orders, or declaratory judgments against violators.

Grants the state attorney general concurrent jurisdiction with district attorneys to prosecute violations under these provisions.

Increases penalties to class E felony for second misdemeanor conviction under the article, and class D felony for subsequent offenses.
