Changes two additional animal cruelty offense categories from misdemeanors to felonies, with increased penalties of up to 4 years and up to 2 years imprisonment respectively.

Requires courts to order all defendants convicted of aggravated cruelty to animals to undergo psychiatric evaluation by a qualified mental health professional.

Permits courts to require convicted defendants to complete mental health treatment or programs deemed necessary to address any mental disease, defect, or condition contributing to the offense, at the defendant's own expense.
