Directs the New York State Energy Research and Development Authority to establish a "ride clean rebate program" to encourage deployment of electric assist bicycles and electric scooters.

Defines eligible purchases as electric assist bicycles or electric scooters that have not been modified, use certified batteries, and display certification from an accredited testing laboratory on packaging, documentation, or the product itself.

Provides a 50 percent rebate for eligible purchases with a maximum rebate cap of $1,100 per purchase.

Requires the authority to implement the program and establish administrative rules within one year, including claim forms, eligibility documentation, procedures, and ongoing publication of available funding amounts.

Mandates annual reports to legislative leadership beginning April 1, 2026, detailing program funding, number of rebates awarded, geographic distribution of rebates, and other relevant information.
