Requires every medical student, medical resident, and physician assistant student in New York to complete department-approved coursework or training on implicit and explicit bias awareness and elimination practices as part of orientation programs.

Mandates students provide documentation to the Department of Health demonstrating completion of and competence in the required anti-bias training.

Directs the Department of Health to consult with the State Board for Medicine and Division of Human Rights when developing guidelines for the training program.

Requires the Department of Health to submit an annual report to the Governor and Legislature beginning one year after the law's effective date, assessing implementation and effectiveness of the anti-bias training.

Takes effect 180 days after enactment, with authority for agencies to adopt necessary rules and regulations immediately upon passage.
