Eliminates the requirement that individuals demonstrate need for "at least limited assistance with physical maneuvering with more than two activities of daily living" to qualify for home care services under Medicaid.

Removes the separate standard for persons with dementia or Alzheimer's diagnosis that required "at least supervision with more than one activity of daily living."

Deletes the restriction limiting these activity-of-daily-living requirements to persons who first sought program eligibility on or after October 1, 2020.

Simplifies eligibility criteria to require only that a social services district assess the person as needing home care services or private duty nursing, without the specified functional limitations.

Takes effect immediately upon enactment.
