Creates new Labor Law Section 217-a requiring the state Labor Commissioner, in consultation with the Higher Education Services Corporation and Superintendent of Financial Services, to develop notices and written materials about student loan repayment options, consolidation, and income-based repayment plans.

Mandates that all employers in New York provide student loan repayment information materials to newly hired employees in post-graduate internships or entry-level positions requiring an associate's degree or higher.

Requires public employers to additionally provide information about public service loan forgiveness and repayment programs.

Defines "student loan" as any loan financing post-secondary education or related expenses, and "borrower" as state residents who have received student loans or agreed to repay them.

Takes effect 180 days after enactment, with rulemaking authority granted immediately for implementation.
