Enacts the "Voter Registration Integrity Act" requiring first-time voter registration applicants to provide documentation of New York residency plus one form of U.S. citizenship proof.

Acceptable citizenship documentation includes an original or certified birth certificate, valid U.S. passport, certificate of naturalization or citizenship, or other documentation the board of elections determines establishes citizenship.

Applies citizenship documentation requirements to both new voter registrations and to voters using non-photo ID alternatives (utility bills, bank statements, government checks, paychecks, or other government documents).

Takes effect 60 days after enactment, with authority for the board of elections to adopt implementing rules and regulations immediately.
