Allows U.S. citizens residing outside the United States whose last domicile was in New York to vote as special federal voters in primary, special, and general elections for president, vice-president, U.S. senator, U.S. representative, and national convention delegates.

Requires voters to have met all voting qualifications at the time of departure from the United States, except for minimum voting age requirements.

Prohibits voters from maintaining a place of abode or domicile, being registered to vote, or voting in any other election district or state.

Requires voters to possess a valid U.S. passport or identity and registration card issued by the secretary of state.

Takes effect immediately upon enactment.
