Changes the New York State Thruway Authority's reporting requirement from annual to biannual (twice per year), with each report covering the preceding six-month period instead of the calendar year.

Requires biannual reports to be submitted to the governor, legislature, comptroller, and director of the budget detailing operations, fiscal transactions, financial condition, receipts, and expenditures.

Adds requirement that biannual reports include a list of all contracts entered into by the authority during the covered period.

Takes effect on January 1 following the date the bill becomes law.
