Establishes the "New York state kratom consumer protection act" to regulate kratom products (foods containing parts, extracts, or byproducts of the plant mitragyna speciosa) in New York.

Requires dealers to disclose on kratom product labels the factual basis for product representations and include the amount of mitragynine and 7-hydroxymitragynine contained in the product with directions for safe use.

Prohibits dealers from selling kratom products that are adulterated with dangerous substances, contaminated with poisonous ingredients, contain synthetic alkaloids, or have 7-hydroxymitragynine levels exceeding 2% of alkaloid composition.

Bans the sale of kratom products to individuals under 18 years of age.

Establishes penalties including administrative fines of up to $500 for first labeling violations and up to $1,000 for subsequent violations; misdemeanor charges for other violations punishable by up to 90 days imprisonment and/or $500 fine; and allows private lawsuits for damages.
