New York State Energy Research and Development Authority must develop a comprehensive electric vehicle fast charging station implementation plan within six months, in consultation with the New York Power Authority, Department of Transportation, Department of Environmental Conservation, Department of Public Service, and a newly created Fast Charge NY working group

Plan must include methods to increase public availability, geographic deployment data, number and location of chargers in development, inventory of existing state and utility programs, guidance for municipalities on curbside charging, and identification of underserved areas

Plan must address support for commercial fleet charging in disadvantaged communities and establish labor standards compliance requirements including Buy American provisions for component parts and prevailing wage requirements under Labor Law Section 220

Authority must publish the plan on its website for a 30-day public comment period before adoption, then publish a final report with statewide deployment guidance and update the plan annually

Fast Charge NY working group consisting of 13 members will be established, including representatives from municipal organizations, environmental justice groups, environmental organizations, public utilities, and charging station developers, appointed by the Governor (5 members), Senate President (4 members), and Assembly Speaker (4 members)
