Establishes prohibition against dumping refuse, trash, garbage, rubbish, litter, or offensive matter on public property including sidewalks, streets, parks, waterways, and state or municipal lands.

Imposes fines of $500 for first offense and $1,000 for second and subsequent offenses, plus costs for site cleanup and decontamination as determined by the commissioner.

Allows witnesses to submit evidence of illegal dumping violations to the commissioner, including videos or photographs of license plates, with discretionary reward amounts issued if evidence leads to a fine.

Takes effect immediately upon enactment.
