Requires the Department of Buildings to post complaint records on its public website, excluding complainant names and residences.

Mandates the Department maintain and post records of all construction and building accidents resulting in serious injury, death, or property damage related to building code violations, including unsafe building orders and stop work orders.

Requires the Department to provide biannual reports to community boards and borough presidents detailing violations, enforcement actions, closures, environmental control board actions, and orders issued within their jurisdictions.

Requires the Department to investigate and publicly post written reports on circumstances surrounding dangerous condition orders and vacate orders.

Takes effect one year after enactment.
