Requires all outdoor lighting fixtures to be shielded by January 1, 2026, including fixtures at residential, commercial, industrial, and municipal buildings.

Allows non-compliant fixtures if equipped with automatic or manual shutoff devices between 11 p.m. and sunrise, or motion-activated lights lasting less than 15 minutes.

Prohibits illumination of outdoor recreational facilities between 11 p.m. and 5 a.m., except for national/international tournaments or to conclude events in progress before 11 p.m.

Exempts certain lighting including airport navigation systems, emergency lighting, agricultural/industrial safety lights, highway signage, streetlights without available shielding, and incandescent fixtures of 150 watts or less.

Establishes civil penalties of up to $100 for first violations and $250 for subsequent violations at one-to-four family dwellings; up to $500 for first violations and $1,000 for subsequent violations at other properties.
