Requires county boards of elections to conduct mandatory poll worker training at least quarterly (instead of annually) with options for in-person or online instruction.

Directs the state board of elections to establish a mandatory core curriculum covering voter rights, assistance for voters with disabilities and limited English proficiency, ballot handling, identification requirements, and post-election procedures.

Creates a statewide education and training institute to develop and implement a "train-the-trainer" program for certifying poll worker trainers using industry-proven adult learning techniques and hands-on training with actual voting systems.

Requires each county board to enroll at least two bipartisan-designated persons in the state training institute, with certified trainers required to attend continuing education every two years to maintain certification.

Takes effect 180 days after becoming law, with rules and regulations for implementation authorized to be adopted immediately.
