Expands the definition of prohibited "canned shoots" to include any fenced or other enclosed area from which non-native big game mammals cannot escape, removing the previous limit of ten or less contiguous acres.

Prohibits the shooting or spearing of non-native big game mammals that are tied, hobbled, staked, attached to objects, or confined in boxes, pens, cages, or similar containers when any fee is paid to take the animal.

Prohibits the deliberate release of confined non-native big game mammals in the presence of hunters or individuals who will shoot or spear them.

Expands the definition of "fee" to include any compensation or remuneration for room, board, meals, lodging, or other goods or services provided on the premises, beyond direct payment for the hunt.

Takes effect on November 1st of the year following enactment.
