Grants the Correctional Association of New York power to regularly visit, inspect, and examine all secure, limited secure, and non-secure juvenile facilities operated by the Office of Children and Family Services, including property, documents, records, policies, and procedures.

Authorizes the Correctional Association to conduct unannounced visits, receive and review incident reports, and immediately report any allegations of maltreatment or abuse to the OCFS Commissioner, Justice Center for the Protection of People with Special Needs, and Prisoners' Legal Services.

Requires the Office of Children and Family Services to establish a confidential toll-free hotline through Prisoners' Legal Services for youth to report maltreatment, abuse, and placement conditions, and allows Prisoners' Legal Services quarterly access to facilities to inform youth of their rights.

Establishes Prisoners' Legal Services authority to provide legal representation to youth in these facilities, conduct confidential visits, review records, and investigate complaints regarding rights and safety.

Requires the Correctional Association to submit annual reports to the Governor, legislature, and media regarding facility conditions and recommendations, with the Office of Children and Family Services required to respond in writing; exempts children in foster care and those placed with relatives from these provisions.
