Amends New York Election Law Section 3-400 to allow county boards of elections to employ election inspectors or poll clerks to work split shifts with adjusted compensation.

Requires that at least one inspector from each of the two major political parties remain present at the poll site for the entire duration that polls are open.

Directs each county board of elections to establish necessary rules and procedures to ensure proper poll site operation under split shift arrangements.

Takes effect immediately upon enactment.
