Authorizes each board of elections to establish one or more absentee ballot drop-off locations with secure receptacles for voters to return marked absentee ballots.

Requires boards of elections to post notice of drop-off location addresses on their website no later than the day each location is established.

Deems absentee ballots deposited in drop boxes before the close of polls on election day as timely received, regardless of whether time stamps are applied by the board of elections.

Requires boards of elections to close all drop boxes and collect ballots at the close of polls on election day.

Directs the state board of elections to promulgate rules and regulations covering drop box location, chain of custody, pick-up times, labeling, and security.
