Amends Election Law Section 17-140 to clarify language regarding prohibited provisions to voters during election hours, replacing "refreshment" with "item" and specifying "snacks, water, soft drinks, or other refreshments"

Redefines the exception for prohibited items from "a retail value of less than one dollar" to "a nominal value" to allow distribution of items with no monetary identification

Expands the location where compliant provisions may be given to include "in line to vote at a polling place" in addition to inside the polling place

Maintains that only official election board representatives, political party officials, watchers, and campaign workers may be excluded from the prohibition on providing food, drink, or tobacco

Makes the prohibition a Class A misdemeanor and takes effect immediately upon enactment
