Removes the requirement that landowners own at least 250 acres to submit a proposal for creating an agricultural district to a county legislative body.

Prohibits local governments from restricting or regulating the collection, use, or storage of manure in agricultural districts based on public health or safety concerns, nuisance claims, or pollution concerns.

Maintains existing protections allowing local governments to restrict farm operations only when public health or safety is genuinely threatened, with manure activities explicitly exempted from this exception.

Takes effect immediately upon enactment.
