Lowers the voting age from 18 to 16 years old for New York elections, requiring residency of at least 30 days in the state, county, city or village.

Requires all ninth grade and higher students to receive civic education for at least eight full class periods in accordance with the department's 9-12 social studies framework.

Mandates high schools distribute voter registration forms to all students who will be 16 years old by December 31st between the second and fifth school day in January each year.

Requires school administrators to pre-fill voter registration forms except for citizenship status, party affiliation, signature and date fields, with pupils given classroom time to complete the forms or submit an opt-out form.

Takes effect upon passage of a concurrent constitutional resolution amending the voting age provision in the New York Constitution.
