Requires each local board to submit annually to the Department of State detailed information about housing sites within their jurisdiction, including address, block/lot numbers, dwelling unit counts, building types, approval dates, government subsidies, and construction details.

Mandates local boards submit annual digital zoning maps showing permitted uses by area, residential building density allowances, lot size and dwelling unit minimums, parking requirements, setback/lot coverage rules, and whether zoning approvals were as-of-right or discretionary.

Requires the Division of Housing and Community Revival to submit an annual report to the Department of State detailing all housing subsidies administered in the prior year.

Directs the Department of State to make all submitted information publicly available on its website, updated annually.

Imposes a 50 percent reduction in Community Development Block Grant funds to municipalities whose local boards fail to comply with the reporting requirements.
