Removes the prohibition on possession and use of firearm silencers in hunting and in fields, forests, or waters of New York State, except for law enforcement officers in official duties.

Allows individuals in lawful possession of a device that silences, suppresses, or muffles firearm sound to use such devices while hunting any game for which they are licensed, provided the firearm itself is legal.

Removes references to flash suppressors, muzzle brakes, muzzle compensators, and threaded barrels from the definition of assault weapons in penal law.

Simplifies firearm regulations by eliminating silencer from the list of prohibited devices in penal law subdivision 265.02.

Takes effect immediately upon enactment.
