Creates a statewide intergenerational educational and mentoring program administered by the director of the office for the aging in consultation with the commissioner of education to coordinate local programs placing adults age 55 or older in elementary schools.

Authorizes the director to award competitive grants to not-for-profit corporations and local governments to operate local programs, considering regional needs and school district wealth.

Requires each local program to contribute at least 10 percent of expenses through private fundraising, school districts, or other sources, with the office limited to spending no more than 3 percent of appropriated funds for administration.

Mandates the director establish rules and regulations covering program standards, evaluation based on measurable outcomes, member participation requirements, and coordination with schools, colleges, and community organizations.

Requires a report to the governor and legislature by December 31, 2024, on the projected costs and benefits of establishing uniform standards for intergenerational program operations.
