Amends Public Health Law section 4651 to establish the "independent senior housing resident freedom of choice act" guaranteeing residents' rights to obtain services independently.

Allows independent senior housing residents to personally obtain personal care, home care, and case management services from any licensed agency, certified home health agency, long-term care program, or managed care program.

Permits licensed or approved agencies to offer services to independent senior housing residents on the same basis they offer services to people living in private homes or with family members.

Prohibits independent senior housing operators from limiting residents' service provider options or inducing residents to use specific providers where the operator receives any financial benefit.

Allows operators to continue offering room, board, housekeeping, transportation, security, information and referral services, and emergency assistance without restriction.
