Creates a temporary Commission on Long Term Care Facilities to study the effects of closures on residents and families, including community disruption, health impacts, and relocation challenges.

Commission shall investigate availability of long term care placements, effectiveness of current closure laws and regulations, and feasibility of arranging comparable placements within the same geographic area when a facility serves 50 or more residents.

Commission consists of 11 members appointed by the Governor (5 members including Commissioner of Health, Director of Office for the Aging, State Attorney General, and State Ombudsman), Senate Temporary President (2), Assembly Speaker (2), and minority leaders of each chamber (1 each).

Commission must submit findings and recommendations to the Governor and Legislature one year after its first meeting, including recommendations for new legislation or regulations governing facility closures and resident relocation.

Act takes effect immediately and automatically repeals one year after the commission delivers its report to the Governor and Legislature.
