Creates an 11-member temporary state commission to study asthma incidence in the Bronx, with particular focus on youth in communities with unemployment rates exceeding 125% of the statewide level.

Commission membership appointed as follows: five by the governor (including one from the Department of Health and one from the Department of Environmental Conservation), two by the Senate Temporary President and one by the Senate Minority Leader, and two by the Assembly Speaker and one by the Assembly Minority Leader.

Requires nine of the eleven commission members to reside in a city with a population of one million or more.

Commission members receive no compensation but are reimbursed for actual and necessary expenses; must hold at least one public hearing each quarter and possesses all powers of a legislative committee.

Commission must submit findings and recommendations to the governor, Senate Temporary President, and Assembly Speaker no later than one year after the act takes effect.
