Amends the vehicle and traffic law to expand the definition of reckless driving to include driving that unreasonably interferes with or endangers users of parking lots, not just public highways.

Defines "parking lot" as private property areas including driveways that connect to public highways and have capacity for four or more motor vehicles.

Excludes parking areas on one or two family residences from the parking lot definition and reckless driving prohibitions.

Maintains that reckless driving in parking lots is a misdemeanor offense.

Takes effect 30 days after becoming law.
